Ο Jacob Moe σπούδασε Πολιτική Φιλοσοφία στο Pomona College (ΗΠΑ) και συνέχισε με μεταπτυχιακές σπουδές στον τομέα της Κοινωνικής Τεκμηρίωσης στο University of California, Santa Cruz (ΗΠΑ). Είναι συνιδρυτής του Διεθνούς Φεστιβάλ Κινηματογράφου Σύρου, καθώς και ιδρυτής και διευθυντής του Δικτύου Αρχιπέλαγος, μιας πρωτοβουλίας για την έρευνα και την τεκμηρίωση της υλικής γνώσης και του οπτικοακουστικού πολιτισμού των Κυκλάδων. Η ερευνητική του πρακτική περιλαμβάνει κοινωνικά μέσα, ραδιοφωνικά και κινηματογραφικά ντοκιμαντέρ, με έμφαση στις μεθοδολογίες ομότιμων (peer-to-peer) διαδικασιών για τη διάσωση της γνώσης που, διαχρονικά, παράγεται στις νησιωτικές κοινότητες. Συνεργάζεται με διεθνή δίκτυα πολιτιστικής κληρονομιάς και αρχειοθέτησης, συμπεριλαμβανομένων των Europeana, Europa Nostra, Creative Commons, Whole Life Academy – Haus der Kulturen der Welt και Association of Moving Image Archivists.
